Measurement of Instantaneous Stopped Delay at Intersections Used Image Processing Technology

The Instantaneous Stopped Delay (ISD) index proposed in this paper refers to the time when a stopped vehicle remain in a stopped state at a given intersection at a certain time. The purpose of this index is to achieve traffic light control by way of a feedback circuit. The paper presents the concept of the ISD and its use as a measurement method using digital image processing technology. The study postulates that the method proposed is able to measure the ISD of one frame during the interval between two frames of actual traffic flow. The algorithms of the ISD, which were tested with two sets of image data at three different locations in different weather conditions, in all cases matched the observed values. The paper finally states that the detection system can be expanded to test multiple approaches and the algorithm can be employed for project evaluation, intersection capacity analysis and novel real-time optimization of signal timing.
