Discussion about Policies Implementation Judgment Rights of Local Government
Effective enforcement of public policy needs local governments rational judgment and practice according to practical situation. As to subjective and objective facts such as real political system, imperfect political system, asymmetry of the information, complexity of political environment, emergence of the new technologies and so on always induce local governments to corrupt, abuse, overreach, snub, violate the order and do other anomie. It is the basic method to prevent and administer local governments enforcement and make their behavior standard starting from the open system of information, improving social support of policy judgment at the present stage.
