This article discusses the knowledge spillover effect which from intellectual property protections angle. In the industrial cluster innovation produces, analysis the intellectual property rights risk which produced by the knowledge overflow , and constructed a cluster based on innovation and IPR protection of enterprises, clusters, society threewheeled drive Dynamics.
