Research on Elastic Financing Mode of the Grass-roots Red Cross

摘要：

The financing mode of Red Cross mainly shows voluntary failure. Not only the difficulty of financing impact on the organization independence and security, but also have marked negative external effects. Its find expression in overreliance on the government financial allocation, lack of service revenue and difficult to establish credibility system of private donations, etc. At the end of this paper, authors proposes elastic financing mode and specific plan of the Red Cross are based on discretionary approaches and AHP.
