The Goal, Preference and Policy of Government and the deciphering of Okun Paradox: to promote the employment-friendly mode government reform
Okuns Law is one of the most reliable economics laws, which has become the credendum for making econmic growth and employment policies in many countries. However, there is a Okun Paradox in China, that is, the economic growth and employment growth are not balanced, and their growth trends are not synchronous. Because of the old system, policy and the interference of administrative forces, the nonregularity in Okun Paradox has the nature of antimarketing. The government objectives, preferences, as well as the policy deviation lead to the deviation of results. Building the growth mode of employmentfriendly is the fundamental strategy to break Okun Paradox. The government should encourage the employment in small and mediumsized enterprises, the tertiary industry as well as nonformal employment, and formulate the employment promotion policies respectively.
