Pist-evaluation Practices of the Regulation on Sand Excavation Management in the Yangtze River
In order to restrain the unchecked sand excavation in the main stream of the Yangtze River, the Regulation on Sand Excavation Management in the Yangtze River ( hereinafter referred to as the Regulation) was promulgated by the State Council and took effect in January 2002. Then the post-legislation evaluation work of the Regulation has been carried out to summarize experiences since the implementation of the Regulation and to improve the legislation quality of the relevant policies and regulations. It is shown that, the legislative purpose of the Regulation has been generally realized and the Regulation has played a significant role in the standardized management of sand excavation in the main stream of the Yangtze River. However, definition of all departments authority and responsibility, implementation of chief executive responsibility system, coordination of the sand excavation management in main stream and branches, as well as the specific measures of the punishment of illegal sand excavation are to be further improved.
