A Discussion on Compensation for Utilization of Yangtze River Shoreline Resources in Hubei

The shoreline is precious and non - renewable resource to economical development of areas along the Yangtze River. But low efficiency of shoreline utilization, intensive occupied by industrial enterprises, and unreasonable layout of water inlet shoreline has constrained its function realization and caused the Tragedy of Common lands. Therefore, implementing compensation system and pay for shoreline use will optimize the benefit of shoreline. Several provinces including Shanghai, Chongqing, Anhui, Shanxi, and Guangdong have experimented to introduce market measures into shoreline allocation, and have obtained good effects. Referring to these useful experiences, the Hubei province should improve the utilization planning of shoreline along the Yangtze River, and establish the compensation systems and a sound management system on shoreline utilization.
