Promotcr Coordinated Developmeng of Changjiang Mainstream Regulations, Exploitation and Utilization by Overall Planning
With the economic development along the Yangtze River area in Jiangsu province, excellent bankline resources are getting less and less, incompatibility between bankline regulation and utilization still exists. It is an important task to guarantee the social economic sustainable development to reasonably utilize Changjiang bankline resources, in order to maintain Changjiang River healthy; at the same time to further raise the flood proofing standards and to regulate the channels, to improve the management and bankline utilization, to promote coordinated development of regulation, protection and utilization. In this paper, related to the process of Changjiang River regulation in Jiangsu serving for the along-river exploitation and utilization, the achievements and existing problems have been analyzed. It is suggested that to promote coordinated development of regulation, protection and utilization of the Changjiang mainstream, flood control planning on Changjiang River mainstream in Jiangsu and planning on riverfront development and utilization control instruction be made synchronously; the overall planning, protection, exploitation and utilization principles, tasks and integrated methods have been proposed. By evaluation of bankline resources conditions, the relation between bankline exploitation and utilization and Changjiang river regime control, flood control, channel regulation has been analyzed, it is proposed to divide banklines into different function zones for different utilization and protection requirements, set varied conditions and directions for different bankline development and utilization, identify exploitation and utilization limitations and make corresponding guidance and management suggestions; further counter measures improving integrated guarantee capability have also been proposed to promote coordinated development.
