Beyond aaaa Paradigmatic View of Bureaucracy: Rediscover the Weberian Concept of Bureaucracy and its Implications
The field of public administration has witnessed two-decade debates around bureaucratic government. Both the opponents and exponents of bureaucracy agree that there has been an old paradigm of government represented by the Weberian normative principles. In contrast, the paper challenges this prevailing paradigmatic interpretation of bureaucracy through reexamining the rationale of Weber’s ideal-type analysis. It is argued that contemporary paradigmatic view of bureaucracy is based on a misreading of his theoretical design of the concept. Moreover, compared with the ideal-type approach, this paradigmatic thinking tends to undermine the analytical rigor of the study of bureaucratic development. Therefore, it is still critical to explore the Weberian approach to bureaucracy for self-reflection as well as agenda setting for public administration research.
