A Research on Relations between Governance Modes and Operation Efficiency in China’s Urban Bus Transport Service: A Case Study on China’s Main Municipalities

The evaluation of operation efficiency is a basis for government to choose a bus service mode, which is also an urgent problem need to be solved in China’s public transport reform. With a case of China’s main municipalities’ public bus service, this paper combines the methods of DEA with Tobit and bootstrap Tobit regression, analyzes deeply the efficiency differences between market-oriented mode and government-oriented mode, and anatomizes the inner influencing factors of these differences. The conclusion is that the efficiency of market-oriented mode is higher than government-oriented mode, but the means of efficiency of above two modes are both low. Furthermore, it shows improving market competition indeed perfect the operational efficiency. Competition variable and efficiency have an “inverted U relationship. While enterprise scale and city characterizes variables do not affect efficiency significantly. So the reform of urban public bus transport service can take the way of competitive tendering process.
