Polycentric, Monopolistic or Oligopolistic Governance? A Network Analysis of Community-Based Senior Service Delivery System

This paper employed network analysis methods to examine a community-based senior service delivery system operating at a local community in the City of Shanghai, China. Data were collected from 48 public, social, grassroots nonprofit and for-profit organizations that have collaborated with each other in serving senior residents. After describing and comparing quantitatively the structure of interorganizational relationships among these organizations, we concluded that a pattern of oligopolistic governance emerged from our analysis. Most organizations were either directly or indirectly connected. Informal networks of information exchange and resource sharing were denser than formal networks of policy advocacy and service delivery. In each network, a few organizations were identified as the most central ones. The formation of working relationships between organizations was primarily driven by programmatic needs.
