Public Service Motivation, Psychological Contract, and Emotional Labor: An Integrated Approach of Motivation Study

The civil service enacts an important role in developing countries for the process of national modernization. Differing from the concept of “servants for government officials in western countries, Chinese civil servants enjoy more respect from the public as “mandarin. It’s worthy to measure the service motivation and performance perception among public servants in China to understand their intention and attitude toward the public service. This article tries to apply Perry’s public service motivation model and and Emotional labor survey items based on Guy et al to distribute questionnaires to HR staff who work in Taipei City and New Taipei City to collect empirical data for attempt for understand their motivation preference.
