Managing Agencies that Disseminate Scientific Information: Reference Points for Devising Review and Clearance Practices
Manygovernmentagenciesareconditionallyauthorizedtodisseminatescientific informationandrelatedpublicguidance.Suchagenciesdeliver“scientific researchtopublicinformationprograms.Reviewingandclearingmaterialfor disseminationisapivotalfunctionwithinsuchprograms.Thispaperdevelopsa casestudyofthescientific-research-to-public-informationprogramoperatedby oneagencyoftheU.S.FederalGovernmenttowidentheempiricalrangeof researchondeliveringthem.Itidentifiescomplicationsencounteredin performingtheagencyreviewandclearancefunction,particularlywhenmaterial ispreparedfordisseminationbyemployeesofmulti-programagenciesthatare structuredalongfunctional(ratherthanprogram)lines.Thiscasestudyalso examinesnovelpracticesdevisedbytheagency’sofficialstoobviaterecognized problems.Byreverse-engineeringthesepractices,thepaperpresentsadesign exemplartoserveasareferencepointfordevisinglocallynovelsolutionsto recognizedproblemsinanalogousfield-situations.
