Local Leadership in El Salvador: Mayors Role in Municipal Performance

This study presents an empirical analysis in a Latin-American country on the effects of political factors, managerial capacity and clients’ characteristics upon municipal performance. Municipal performance is assessed in terms of coverage of education, electricity, and running water. The research involved a survey of 135 Salvadorian mayors (out of 262), conducted during in-field research in San Salvador. After considering others factors, findings show that managerial capacity in terms of incumbency (reelected mayors) is positively correlated to coverage of education, electricity and running water. The robustness of the results across three different indicators of performance suggests, at least in the Salvadorian case, that electing incumbent mayors can boost municipal development. Findings also suggest that client’s characteristics such as percentage of rural population and number or municipal associations seem to influence municipal performance. The findings should apply in any setting where the mayor also plays the role of city manager, performing both political and administrative functions. The study has implications for countries struggling to provide electricity and running water to their citizens and eradicate illiteracy.
