Institutional Embeddedness and Government-NGO Relations: Political Ties of Environmental NGO Leaders in China
This paper reports preliminary findings from a study on nonprofit leadership in China. Based on interviews with executives from 30 civic environmental NGOs (eNGOs) in China and 19 survey questionnaires returned from them, we explore their personal and career backgrounds and found that their ties to the party-state establishment affect the eNGOs’ “policy and “service system roles. Most Chinese eNGOs are institutionally embedded with the party-state in one or more of three ways—political organizational, and individual. Political and organizational embeddedness of an eNGO increases its likelihood of policy engagement. Individual embeddedness, or good guanxi with government officials, of an eNGO increases its likelihood of service engagement. These results add insights to the current literature by providing a more nuanced picture on the impact of institutional embeddedness on government-NGO relations in China.
