The Desire to Serve the Public in a Young Democracy: Do Work Experience under the Old Regime and Citizen Perceptions of Corruption Attenuate Public Service Motivation?

Young democracies tend to have legacies of patronage and citizen distrust. Our study provides a theoretical and preliminary empirical analysis of public service motivation in such a context. We review the existing knowledge about antecedents of public service motivation and consider the socialization of public servants in a context where corruption is the expected norm. Building on this, we outline a theoretical argument about the development of public servants motivation in fledgling democracies. Next, we introduce the setting of our study, Mexico, and describe the data and methods of analysis. In our preliminary analysis, we find no evidence in accordance with our hypotheses. We briefly consider possible reasons and outline further research into this topic.
