Budgeting to Stay Competitive: Can Citizen Preference Analysis Inform Local Budgetary Changes?

Introduction Fiscal austerity is the new normal faced by many developed countries today. After decades of robust economic growth, significant expansion of government programs and spending, and steady increase in national debt, many governments suddenly have to cut spending, raise taxes, and cap or reduce their national debt level to avoid future economic meltdown and chronic inflation. At the same time, they have to find ways to stimulate the economy given the slow recovery from the Great Recession in 2007-2009, stubbornly high unemployment rates, and rising income inequality in society.
