Information technology and its role in Chinas emergency response operations
The role of communication technology has been recognized as integral to disaster management for a long time. Applications of Information and Communication Technology (ICT) had an established record in all four distinct phases of disaster management, namely, Preparedness, Mitigation, Response and Recovery. Furthermore the new ICT emerged over the last decade lent themselves to greater possibilities of integration of different communication systems, thus, possibilities of integrating functional government agencies in real time emergency response operations. In addition to traditional communication tools, Satellite phone, RFID, mobile phones, fax, email, and multimedia tools made possible by 3G and 4G network are increasingly being recognized for their important role in facilitating timely decision making and precise information sharing. However, there is very little research on the impact of information and communication technology on emergency management efforts in China.
