Establishment and Application of Comprehensive Evaluation System for the Ability of Post-disaster Recovery and Reconstruction
This pa per analyzes the m echanism of post-disaster r ecovery and r econstruction. B ased o n it, this paper constructs the index system for the ability of recovery and reconstruction. The i ndex system includes two aspects which are restoration of living and d isaster area rec onstruction. And t hen it also est ablishes t he improved unas certained m easure m odel to an alysis th e recovery and recon struction ab ility. Th is m odel u ses quintile grading method to overcome traditional models limitation, that is only can evaluate fuzzy mathematical problem for grades. Meanwhile, it also improves model accuracy by using the D1DF method. Hence, this paper does em pirical analysis forCh inas31 provinces (municipalities and autonomous regions). And the results as follows: Firstly, most of the regions ranking at the top are ec onomically develope d a reas, s uch as Bei jing, Shanghai and Tianjin. Secondly, the regions of ranking at the end are m ainly central a nd western regions, such as Guizhou, Guangxi. Thirdly, th e rankings can provide scientific de cision-making basi s f or g overnment departments in practice.
