Construction of Reserved and Preventive System: Efficiency Improvement of Government Post-disaster Emergency Management--Rational Observation of 4.14 Yushu Earthquake and 5.12 Wenchuan Earthquake
Emergency means not only disaster, but also chances, it is one of the goals of government emergency management that summarizing timely and turning emergence into chances. This paper reflects upon the government rescue inefficiency in 4.14 Yushu Earthquake and S.12 Wenchuan Earthquake, and analyzes this problem institutionally from the aspects of administration system, professionals training, preplan construction, and resource reservation. Accordingly, this paper puts forward the following long-term countermeasures: set up permanent organizations, improve feasibility of emergency preplan, strengthen the construction of emergence management discipline, perfect self-rescue simulating system, and construct the system of resource and fund reservation.
