Dilemma and Engineering Rebuilding in Public Crisis Information Communication of Contemporary Chinese Government
Since 1970s, there are more and more uncertainties and complexities in the world, in the context of which government information communication mechanism that established by industrial society has experienced a series of changes, from closure towards transparency, from control-based towards guide-based, and from unitary one to multiple one. While public crisis information communication of Chinese government in the Drisk s?ietyD changed, there are bureaucracy dilemma, transparency dilemma, and also unstructured dilemma of communications and dissemination. Based on analysis of existing public crisis information communication dilemma, the paper proposes to rebuild pubic crisis information communication as an important engineering in China from the view of organizational structure, transparency and normative dimension of communications and dissemination.
