Research on effect factors of efficiency for collaborative allocation of emergency material
Emergencies increasingly become so comprehensive and derivative that a single organization can not meet the requirement. Therefore, collaborative allocation of emergency material involving several organizations becomes one of the key content of emergency management. The problem of efficiency for collaborative allocation of emergency material is proposed in this paper and the key factors affecting efficiency are discussed according to the core elements in emergency management such as people, organization, material, information, technology and strategy. By adopting and improving QSIM (qualitative simulation method), the inner action mechanism is studied and we conclude that the responsibility and authority definition, the ability of decision-makers coordination and information transmission efficiency are the most important factors for the efficiency for collaborative allocation. At last the measures are put forward in order for emergency management decision making.
