Optimization of risk financing strategy in disasters management

摘要：

In recent years, the frequency and severity of natural disasters was on the rise around the world. The governments and academics have paid more attention to the disaster management. But financial issue was neglected in most of researches. In this paper, the authors put forward a framework for the financing in the disaster management based on the characteristics of the financing requirement. Then the objective and the influencing factors of the risk financing strategy were analyzed. In the conclusion, the benefit of the risk financing strategy in the disaster management was put forward.
