Risk source layout optimizing and environmental safety planning based on environmental risk load
Emergency environmental pollution accidents happen more frequently along with process of socio-economy development, regional industrialization and urbanization, and have been a major restrictive factor for construction of ecological civilization, and put a great threat to ecological environmental, human health and social development. In the next 5-10 years, prevention and management of emergency environmental pollution accidents will face greater difficulties and challenges with the rapid development of the heavy industry and the petrochemical industry. According to the characters of environmental risk system, this paper analyzed the three key factors causing environmental pollution incidents, which are pemiciousness of risk source, affectivity of control management and vulnerability of environment-sensitive targets. The basic structure and approach was set up to optimize risk source layout and work out safety programs, based on the environmental risk zoning and environmental risk capacity. Some key countermeasures for bringing down environmental risk level, such as risk source control and management, risk source layout optimization, emergency resource allocation, and environmentsensitive targets protection.
