Optimal location model and algorithm of the p-facility model by a given deadline

In connection with the characteristics of emergency public service systems, a mathematical optimal location model on minimum fee is given on the premise of satisfying the emergency systems?exigency. And a new algorithm is given to get the p-facility model at the same time. The algorithm of an example obtains satisfied result.
