On Cause of Sudden Emergency from Perspective of Risk Society

摘要：

From the perspective of risk society, sudden emergency does not break suddenly. When social risks run up to a certain extent and exceed the society D bearable level, sudden emergency breaks. From the perspective of risk society, the causes of sudden emergency are as follows. Firstly, industrialization creates unexpected and uncountable risks constantly. Secondly, there are persistent conflicts in the process of risk distribution. Thirdly, sub-politics make multiple political demands. Fourthly, the governance mode of industry society is degenerative.
