Study on Problem of Shelters Plan Adjustment
The victim placement is one of key problems in the emergency recovery. To solve this problem, the authorities should take the number and placement of victims > the capacity of shelters - the cost of reconstruction and expansion and the transfer time into consideration, combining the development of disaster, the safe and continue maintenance ability of shelters. Then reselect long shelters from the shelters and allocate the victims to the long shelters. The aim is to minimize the adjustment cost. In this paper, a mathematical programming model is given to solve this problem, and a numerical example is given to demonstrate the validity of this model.
