Research on Incident Exercise Evaluation Method

摘要：

The most effective way to evaluate emergency preparedness prior to an actual incident is by conducting and evaluating exercises. One of the major problems in an exercise is how to evaluate and improve an exercise or plan. Although emergency response plans should be tested by executing exercises, development of an effective plan for an exercise is significant as well. Following presentation of characteristics and components of an effective plan, design of evaluation method in accordance with types of tasks in response to incidents is presented. Furthermore, a quasiexperimental method is introduced to be utilized to assess incident management exercises and plans.
