A Study on the Management Organization Construction Principles and Methods in Initiating Stage of Public Project
The theories and methods of project management have extensive application prospects in the field of public management. The public project has its own particularities. Therefore, how to establish the project management organization rapidly in initiating stage to guarantee the management operating smoothly is very important. This paper regards professional participation, cost saving, efficient operation and service first as the basic principles of organization construction of project management. The design method of management organization of public project can be concluded into three points in initiating stage: 1) To provide an access to human resources who have rational structure of knowledge and comprehensive coordination abilities joining the project team; 2) To cultivate team spirit to form a high level team; 3) To specify responsibilities and power limit of the stakeholders in order to integrate and distribute resources effectively, then to realize the targets of public project successfully.
