Research on the Policy, Standards and Current Utilizing Situation of Municipal Sewage Sludge Land Use

As of 2009, the treatment amount of China municipal wastewater reached 24.42 billion tons, generating approximately 48.85 million tons of sludge with 90% water content which will be at more than 15% year growth rate. Scientific treatment and disposal of sludge has become a big stink need to be solved urgently in China. There is a large amount of organic matter, nitrogen, phosphorus and other nutrients plants need in sludge, as determines the feasibility of land use of sludge. Moreover, land use may be a more advanced way for sludge disposal than the other disposal methods, such as landfill, ocean disposal, incineration, according to the material recycling, land resources conservation, economic factors, even the control of secondary pollution of sludge disposal. However, there are high water content, heavy metals, organic pollutants and pathogenic factors in sludge which is easy to corrupt, as confines the land use of sludge. In this paper, research was carried out as follows: (1) The analysis of policies and standards and present situation of land use in China was done; (2) The present situation and comparison of management policies and land use of sludge situation were discussed; (3) The disposal issue including technology, ways, future, indemnity policies of sludge land use in china, combined with the advanced experience of other countries, were analyzed as well. As a result, we conclude that it is critical to generalize the land use of sludge in China, unless there is assurance including firmer policy and clearer standard, advanced fore-treatment and land use technology, and best of all, the beforehand long-term observation.
