Independence and Cooperation: A Perspective on the Relationship between the Private-run Non-enterprise Units and the Government

It is a matter of fact that people-run non-enterprise units have participated in providing public services. The relationship between them and the government directly affects the way these organizations work. After years of development, people-run non-enterprise units are becoming increasingly independent, which is also the precondition and foundation of cooperating with government. Governments main policy to the people-run non-enterprise units transformed from cultivation and support to cooperation. In the process of cooperation, the government need to set up the real idea of cooperation, clarify the relationship between the support of government and the independence of the people-run non-enterprise units, on the base of which the two can develop deep collaboration. In addition, the people-run nonenterprise units have to improve their strength.
