Reforming Chinas Public Personnel System: Creation and Challenges

Globalization and financial crises push every country to inspect themselves core competency in the world competition. Relating to the core competency of country, Chinese government reforms the public personnel system in all levels. Institutions and practice is full of creation and innovation which around the democracy, openness, satisfactory of citizen, and competent. However, constrained by the conservative ideas, the reform of public personnel system has difficulties to attain the strategic goals. The obstacles include political party nominate all officers, the rule of men, the control to the public media and so forth. If these challenges can not be successfully copied with, the reform may not go further.
