New Locations of Chinese Government Functions in the Post-crisis Era—The Reflection on the Washington Consensus and New Public Management Theory

The proper matching way and location of government roles and market functions are permanent topics for researchers and politicians. As the idea of government inaction guided by Washington Consensus came to an end, the financial crisis reminds all countries of reflecting their governmental roles during the economic development. Moreover, the developing of New Public Management faced difficulties at both theoretical and practical aspects. Encountered with the deep influence caused by the financial crisis, we find it far from enough to handle the problem merely by emphasizing the importance of strengthening the financial industrys supervision. Therefore, we ought to reflect on the location of government function in new times, comprehensively and radically. In the passage, we first analyze the reasons of governmental failure in the Financial Crisis and the new public management problems, and then we draw conclusions from reviewing the history of western government function evolution. Through the study, we provide suggestions and a pendulum model on Chinese government location reform, which is guided by the service-oriented government idea raised by CCP. Based on the quantitative and empirical analysis, the serviceoriented governance, necessary market supervision together with crisis handling capacity and comprehensive worldwide cooperation are regarded as the ideal govern functions and locations. In the end, we design a govern-market-society model to depict their cooperative developing trend in the future.
