Study on the Improper Conducts in the Village Committee Elections in China

Improper campaign conduct is a behavior that violate the provisions of The Organic Law of Villagers Committee, damage the right to vote and to be elected to citizens, and disrupt the order of grass-roots democratic election. The village committee election is a bright spot of grassroots democracy, is the most direct and extensive democratic practice in modern China. Chinas 17th Party Congress put the grassroots self-government into the basic categories of democratic politics with Chinese characteristics. It means that the grass-roots democracy has been placed on a higher level, the village committee elections have been proposed higher requirements accordingly. The improper campaign conducts, like bribery, family interest groups, administrative intervention, violence election and so on, have plagued the normal village committee elections, and have been a serious impediment to the construction of Chinas grassroots democracy. In the context of grass-roots mass selfgovernment as one of the basic political system of China, we should treat the village committee elections with more rigorous standards, and control the improper campaign conducts with more severe measures. The paper make a systematic summary about the harms of improper campaign conducts, analyze the various reasons, and finally put forward proposals and measures to solve this problem in the perspective of village committee elections as a basic political system in China.
