Performance Assessment on Land Consolidation Projects in China Based on the Matter-Element Model

Considering the shortcomings of performance concept definition and evaluation methods in present studies on benefit evaluation of land consolidation projects (LCPs), this paper tries to define the connotation of performance of LCPs and build up the performance evaluation index system of LCPs and finally conduct an empirical research. Methods of matter-element analysis, Analytic Hierarchy Process (AHP) and empirical approach were employed. The result indicates that: (1) the performance of LCPs should contain result performance and process performance. On base of this definition, the performance evaluation index system of LCPs has been constructed under process logic framework. (2)The performance level of project of Yuhang Town in Hangzhou City is in the excellent grade, according to the result that calculated by the matter-element model, which is almost in accordance with the reality. However, the coefficient of grade correlation (K1(1)= 0.0273) indicates that the project has just pass the bottom line of outstanding grade. The research conclusion is as the following: (1) The clear definition of performance is conducive to comprehensive and scientific evaluation of performance of LCPs. (2) Matter-element model is fit for performance evaluation, which can give more information for performance improvement. The evaluation result suggests that increasing annual income of farmland by implementing scale operation further and adjusting the planting structure of agricultural land can continue to enhance the correlation of outstanding grade in the current project platform.
