Study on the Civism under the Perspective of Governance
Under the perspective of governance, the government is no longer the only main public sector, and the civil society has an increasingly important role in achieving public interests. To achieve the public interests, civil society should base on the quality of democracy, rule of law, freedom, equality, responsibility etc., which are the modern sense of citizenship. The sense of citizenship affects the consensus value and implementation mechanism of the public interests. On the other hand, the government has an inescapable responsibility to provide support of conditions and institutional constraints in cultivating civism, and has a guiding role in creating good civism of the ethical climate.
