Enhancing the Leadership Qualities—Rethought on the Government Emergency Management

摘要：

Nowadays, the emergencies in various fields happen frequently and affect the social stability and economic development. We must take effective measures to deal with various contingencies. The government, as the leader of solving the social problems and contradicts, and also the leaders of emergency management, plays a key role on it. The government leaders are the backbone of the government department, so their abilities and qualities which demonstrated in the emergency management are the key to succeed. This paper analyzes the importance of leadership qualities in the government emergency management first. And then analyzes the qualities in ideological and political, psychological, knowledge and abilities that government leaders should possess in emergency management. Finally, it analyzes the basic ways of enhancing emergency management abilities and qualities.
