Talents Aggregation Improving the Competence of Service Outsourcing—A Case of Zhejiang Province
The development of new industry of outsourcing in Zhejiang Province shows that modern services supporting by IT, and having the characteristic of knowledge-intensive, so human capital plays an important role in the development of service outsourcing. Talents in modem service out-sourcing have practical skills, multi-abilities, business ethics, and more efficiency spillovers. From the respect of demand, there are some difficulties to exploit the human resources of outsourcing in Zhejiang Province, such as being locked in the lowest industrial chains, small scale of local service market, not full functional labor market, and rough style of talentusing in enterprises. In order to exploit and aggregate talents of service outsourcing in Zhejiang Province, the government should put a strategy on cultivating innovative talents, perfect indicating function of labor market, open the local service market, and enterprises, colleges and training institutions should cooperate with each other, and enterprises should encourage talents by spiritual and material incentives.
