Government Performance Appraisal on the Structure of the Three-dimensional Logical Framework

摘要：

Government performance appraisal is very efficient to decrease the cost of government management and improve the efficiency of government management and the quality of government service. Chinese government performance appraisal has achieved great success in practice through the exploration with various ways, which play an important role to improve the government work style, the government performance, and the legalization and democratization of government administration. Whereas, in government performance appraisal, the factors, such that the subject is over simple, the assessing process lack of standardization, the index system is not perfect enough, especially the indexes are not designed scientifically enough, have a direct influence on the processes and results of it. This paper combining the Logical Framework Approach and the Logic Analytic Approach, constructed the appraisal indexes under the three-dimensional logical framework of input, activity and effectiveness, and referred to the indicators of the U.S. National Performance Review Commission and the CIPP Evaluation in pedagogic field.
