A Study on the Government Performance Evaluation System from the View of Scientific Development

摘要：

The view of scientific development is the strategic thinking of guiding the construction of the government performance evaluation system. Before studying how to build and incarnate the government performance evaluation system of the view of scientific development, it is necessary to understand the theory requires and strategic contains of the view of scientific development to the government performance evaluation system. The view of scientific development endows the government performance evaluation system with the new concept and requirement of comprehensive, long-term, peopleoriented and public-participated. It reflects that the government performance evaluation system of the view of scientific development is a scientific evaluation system of the strategic evaluation of macroscopic system, the publics estimation of participation in multi-form pattern, democratic evaluation of the people satisfaction, the resultsoriented assessment of performance, and with guidance and technicality.
