The Systems Arrangement of Government Decision-making under the Situation of Crisis Management

摘要：

The importance of crisis management is determined by the frequently and easily happened crises and their serious consequences. Under the situation of crisis management, scientific and effective decision-making of the government depends on the rigid support of the system/institution. And in view of the main problems of the crisis decision, the government should implement the system arrangement of crisis decision to improve the level of governmental crisis decision by institutionalizing the responsibility, improving the information management system of crisis decision, building the performance management system, strengthening the pre-warning system construction, setting up public crisis education and learning system, and intensifying supervision system.
