Development of the Public Private Partnerships and the Transition of the Role of Government: Japanese Case
The PPPs(public private partnerships) model has become a world trend recently in delivering public services. Some developed countries have taken the PPPs model as an innovative and flexible option even considered it as a new administrative model in the 21st century for increasing efficiency of the public sector, and improving quality of public services. As a part of administrative-fiscal reform, the PPPs policy has being applied in Japan widely. The PPPs model can be seen as a government-oriented new approach for the public service provision in Japan. The Japanese governments (central government and local government) have played important roles in promoting the PPPs model. They are making efforts to encourage participation and competition, and creating a good institutional environment.
