Textual Research on Netizens Opinions for Local Government Policy Making

摘要：

With the fast internet development of China, China Internet is not only the window for local governments to ask peoples opinions for policy making but also plays an important role during the course of making democratic and scientific policies increasingly. This paper discusses the value of netizensopinions for the policy making of local governments by analyzing the structural feature of netizens, expression feature of netizens and the irrational feature of netizens expression. Some suggestions were put forward for Chinese netizens to participate in local government policy making and political affairs. Nowadays local governments of China should necessarily build up some cyber mechanisms for collecting netizens opinions when local public policies are made, such as dialogue mechanism, democratic mechanism and response mechanism, etc. Meanwhile, local governments must especially discern the false from the genuine about netizens opinions. The genuine value of netizens opinions can be just used for reference of public policy making because netizens only cover the minority of people in China.
