On New Public Governance Model in the Border Areas—Study and Analysis on Inner Mongolia Prairie 110 Case

摘要：

In the border areas of Inner Mongolia, after more than ten years of development, a model which named Prairie 110 new public management governance model has matured. Its unique system of three functions, that is, border areas comprehensive management of social order multi-agent interaction system, border areas emergency management command system, and border areas of public service system, which is having increasingly profound and significant positive impact effect on the production of fanners and herdsmen living in Chinas northern border. This, research is based on a large number of field researches, on an analysis of background of the development of Prairie 110, operating mechanism and innovative, and an effort to obtain this new public management governance model contains profound meaning.
