Metagovernance: A New Mode of Government Governance
Since the 1950s, social governance has gone through the evolution of three ideal modes of hierarchical, network and market governance. Nowadays, due to the increasing societal complexity, dynamics and diversity brought by globalization, single governance mode has been unable to cope with the real social challenges. In reality, there turns up a mixture of three governance modes. It is just the mixture of three governance modes that makes it absolutely necessary and inevitable to recognize the faults and weaknesses, to bring the strengths and advantages into full play, to coordinate conflicts and to achieve collaborative performance of three governance modes (namely metagovernance). This article explores the meaning of metagovernance, analyzes the contents of metagovernance, elaborates the possibilities and limitations of metagovernance and suggests some basic strategies for the government metagovernance.
