The Reformation of Counties Directly Supervised by Province in China: A Perspective of Cadre and Personnel System
Cadre and personnel system (CPS) is of great importance for continuing to deepen the reformation of Counties Directly Supervised by Province (CDSP) in China. At present, there are three types of CPS among provinces which exploring the reformation of CDSP: CPS under counties directly supervised by cities (CDSC), CPS under CDSP partly, and CPS under CDSP. By comparing practices in different provinces, we found that the principles that the Party is in charge of cadre management, classifying provinces and autonomous regions, public acceptance and consistent matching of financial powers, affair powers and personnel powers are the basic principles for CPS reform in CDSP. In order to push the reformation of CDSP further, it is necessary to establish the trial system of province-level committee leading countylevel standing committee of CPC directly, to perfect competition mechanism under leading of county-level standing committee of CPC, and to realize the change of Cadre communication so that cadres can exchange in province zone more flexibly and fairly.
