Limited Public Service or Unlimited Public Service: Based on the Thinking of Chinese Government
The transform of governmental functions became a hot topic since reform the government sponsored the paradigm of entrepreneurial government. After that, Denhardt denied the choice of entrepreneurial government. He advanced the viewpoint of serviceoriented government and stipulated some sides of governmental services. It appears some sad events for Chinese government while these theories became a kind of principles and policies that direct the construction and development of every government. In recent years, it occurs two situations in China: First, the government pay more and more attention to the service items that main content is the building of infrastructures and basic social services. Second, Chinas social fields turn up some new problems, especially the emergency incidents, the frequency and range that the government step in the solving of the problems is expanding on and on and it manifests the governments ability. But at the same time, the problems of public service are also becoming obvious. It manifests in: the government size expands further than before; public finance and public resource has been largely dominated, including the maximum use of public right; the prevalence of New—Keynesian; governments domination and control make other social subjects do not have enough room to render public services, etc.
