Analysis on Puzzledom of Exerting Governments Service Function*
Exerting government service function has become a worldwide general course of administrative reforms. After joining the WTO, Chinese governments at all levels keep on exploring possible means and mechanisms to exert government service function. Exerting government service function can not only promote the transformation of government functions, improve the administrative efficiency, but also is of extreme importance for Chinas merge into the international community as well as for Chinas social and economic sustainable development. This paper first discussed the features of government service function; then based on these, further analyzed the puzzledom in practices. Finally, after comparing the international trends with the Chinese realities during nowadays social economic transformation process, the author puts forward some suggestions and solutions to Chinas government service function constructions.
