Study on Compulsory Education Governing Instruments in Chongqing from Perspectives of Coordinative Urban-rural Development

Governing instrument is the new way that modern government manages the social public affairs. In the process of balancing urban and rural development, compared with the urban compulsory education in Chongqing, the rural compulsory education lies mainly in the gap that: low in opportunity, limited resources, backward system. Its formed by the cause of a great many external strengthened elements which are seriously affected by the internal factors. From the point of coordinative urban and rural development of view, the choice of the compulsory education governing instruments in Chongqing should establish system of public education services which is based on the educational equality, construct Municipality investment system to enhance investment in rural education, reform the system of the educational resources allocation to strengthen the transformation of the rural poor schools, balance the treatment of the teachers between urban and rural to improve the structure of the teachers in rural, and perfect the supervision and assessment system to clarify school—running orientation.
