New Public Service in International Organizations: A Neo Institutional Study on Food Security Information System from EU1 to AIFS2

Food is the basic demand of the sustainable development of human beings, and information sharing is one of the key elements to ensure the food security; therefore, it is necessary to explore the effectiveness of the food security information system institution. Since the idea of New Public Service (NPS) is the emerging management theory focusing on the human elements and the management values in the organizations, the principles of NPS could be the indicators to test the effectiveness of the food security information system under the framework of ASEAN. This paper is focuses on the food security information system in EU food security information system and ASEAN Integrated Food Security (AIFS represents the food security information system institution in Asia) through the neo-institutional analysis in order to recognize the dynamic development of the food security information system in international organizations, test the effectiveness of the food security information system in IO by NPS principles, and compare the institutional structure and institutional effectiveness of EU and AIFS in order to explore the current structure of AIFS, current effectiveness of AIFS, and learn the lesson from EU.
